Human Capital Development Programme-aims to increase productivity of the population for increased competitiveness and better quality of life for all
Human Capital Development is one of the 20 programmes of the NDPIII and it operationalises objective four: “Enhance the productivity and social wellbeing of the population”. The programme aims to increase productivity of the population for increased competitiveness and better quality of life for all.
Key expected results include: increased proportion of labour force transiting to gainful employment; increased years of schooling; improved child and maternal outcomes; increased life expectancy; increased access to safe and clean water and sanitation; and increased access by population to social protection.
The programme seeks to address key challenges which include:
- Weak foundation for human capital.
- Lack of appropriate knowledge skills and attitudes.
- Weak talent and sports nurturing.
- High youth unemployment.
- Poor population health and safety.
- Food and nutrition insecurity.
- Inadequate population management including child marriages, teenage and unwanted pregnancies; limited information on Sexual and Reproductive Health (SRH).
- Insufficient coverage of social protection.
- Gender and other inequalities.
- Lack of institutionalised and integrated human resource planning and development
Therefore, the objectives of the programme were to:
- Strengthen the foundation for human capital.
- Improve quality of education at all levels.
- Develop competences possessed by labour.
- Improve population health and safety.
- Improve food and nutrition security.
- Improve population management.
- Improve population health and safety.
- Expand social protection.
- Increase application and uptake of modern and appropriate technology.
- Institutionalise and integrate human resource planning and development.
- Develop a functional labour market information system.
- Promote sports, recreation and physical education.
- Support refugee-hosting communities to meet increasing service delivery demands.
