Governance and security Programme-aims to improve adherence to the rule of law and capacity to contain prevailing and emerging security threats

Governance and Security was one of the then 18 programmes of the NDP III and it operationalised objective five of strengthening the role of the state in development. The programme goal was to improve adherence to the rule of law and capacity to contain prevailing and emerging security threats.

The programme seeks to address key challenges which include:

Weak policy, legal and regulatory frameworks for effective governance.
Weak business support environment.
Low respect for and observance of human rights and fundamental freedoms.
Limited access to and affordability of justice.
High crime rates.
Weak societal security structure.
The low recovery rate of public funds from individuals implicated in corruption.
A weak community development structure has had a negative impact.

Addressing the above challenges will contribute to addressing some of the gender and equity issues that will improve the welfare of Ugandans especially the vulnerable persons.

Therefore, the objectives of the programme were to:

Strengthen the capacity of security agencies to address emerging security threats.
Strengthen policy, legal, regulatory and institutional frameworks for effective governance and security.
Strengthen people centered security, legislation, justice, law, and order service delivery system.
Reform and strengthen JLOS business processes to facilitate private sector development.
Strengthen transparency, accountability and anti-corruption systems.
Strengthen citizen participation in democratic processes.
Strengthen compliance and implementation of the Uganda Bill of Rights.
Enhance Refugee Protection and Migration Management.
