PARISH DEVELOPMENT MODEL (PDM) LAUNCH IN BUSIA MUNICIPAL COUNCIL
The PDM launch in Busia MC was officiated by Mr. Kibwika Michel, the Resident District Commissioner, Busia District. The local leaders and PDM beneficiaries and other stakeholders in Busia MC were present for the function. The reception of PDM funds under the Parish Model Revolving fund was launched today 14/06/2023 with 168 beneficiaries receiving funds up to the tune of 152.1 million shillings in total in Busia Municipality Council.
The Parish Development Model program started in 2021. It will ensure improved livelihoods of communities of 39% through enhanced agriculture inform of agribusiness in the crop, livestock and fisheries sector which is in line with the Vision 2040 and National Development Plan III (NDP III).
The PDM has seven pillars which are very vital in the transformation of Uganda into the money economy. They include; Production, storage, Processing and marketing, Infrastructure and Economic Services, Mindset change, financial inclusion, social services, Parish Based Management Information System and Governance and administration. These are the activities implemented under PDM program;
Prior to the launch of PDM registration of PDM enterprise groups and PDM SACCOS was done. All the 8 PDM SACCOS were registered with the registrar of companies in the FY 2021/22 and registration certificates were issued to all SACCOS. 124 registered PDM farmer enterprise groups were registered in Busia Municipality.
Training of farmer enterprise groups was also carried out. The 124 registered farmer enterprise groups in Busia Municipality were trained in the different farming enterprises. These included: dairy, poultry production, piggery, fish farming, coffee farming, horticulture etc. Members encouraged to select the enterprises of their choice for economic transformation through production, marketing and value addition. This will be funded through the financial inclusion pillar of PDM.
The 8 PDM SACCOS in Busia MC were capitalized with 50 million each, totaling to 400million in the FY 2022/23. We thank H.E Yoweri Kaguta Museveni, the President of Uganda; and other stakeholders in Ministries, Departments and agencies (MDAs) for the efforts towards this milestone. The PDM SACCOS are waiting for more funding from the Ministry of Finance, Planning and Economic Development to reach the ceiling of 100 million per SACCO. Apparently, all PDM SACCOS have 57.1 million shillings on each of their accounts in Busia Municipal Council.
Disbursement of funds in Busia Municipality was done and still ongoing. The process of Parish Development Model Revolving fund is ongoing and so far 152.1 million UGX has been disbursed to the PDM beneficiaries in Busia MC. The tables below indicate the beneficiaries and status of PRF disbursement.

In conclusion, we shall always work towards uplifting the general public in Busia MC through Parish Development Model (PDM). We thank H.E Yoweri Kaguta Museveni for the vision and the programs that aim at eradicating poverty in Uganda through increased productivity of the pheasant citizen.
